Do I need the thin metal plate that goes between the timing chain cover and the water pump cover plate or just use gaskets?

you can run without in a boat. in a car that cavity would be too large for the water pump impeller and flow would be pretty crappy.

Ford 460? It depends which water pump block off plate you have, but if your block off plate is the more common style with two water inlets (one at 3 o'clock and one at 9 o'clock) you will be okay without the anti-cavitation plate. Be sure to inspect your timing cover for electrolytic corrosion which often begins behind the anti-cavitation plate and adjacent to the driver's side water passage.
