They're to drain the water jackets on the block.

Thats what i was thinking but nothing comes out even with water in the block  maybe the're plugged up?  What are my options to get them functional again?

You probably have sand in the block. When I changed the freeze plugs in my last block I put a hose in one of the f/p holes and flushed a ton of sand out.

I would pull those valves out first and hook a hose to the water line leading to the engine from the jet first, cap or "vice-grip" the lines going to the headers or snails (Whichever you have) and see if it'll flow. Don't turn it on all the way, probably 1/4 to 1/3 at most.

Remove the drain from the block as was stated, then carefully use a screwdriver or punch to try and dig out some of the sand and debris.  I have had to use an electric drill on some occasionally(usually bare blocks on an engine stand),, whatever you do keep in mind that you don't want to drive something through the cylinder wall.

Take the valves out and get some plugs cuz thats what you have now. Stick something in there to get water flowing. Now what I do is take a high pressure nozzle I have, looks like a pour spout off an oil bottle. Stick that thing in the hole and wiggle it all around and let it drain. Do it a few times a side. I try to do it a few times a year. Just seen sooo many lunched motors that you turn upside down and fifty pounds of sand pours out. I think it would even be worth while to do freez plugs if you think you've got some buildup.

At this point I'm willing to try it all. Nothing going on noise wise or drivability but the engine  did sit for 6 years after my father brought it back from my godfather's and i did find evidence of it not being drained properly  I just need it to finish out this season without a rod flying out the block. Next tax check will go towards a stock rebuild, I like things stock for some reason... dont know why

Do I need to remove/replace all of the freeze plugs or it there a specific one/few that need to be removed to get the "best results?"

I usually get about a coffee cup to a big gulp of sand out each side once a year....You have to turn water on/off a grip of times as once the water starts to flow it will just go right over the sand. I use a big zip tie to work the sand out as I turn water off then back on. It takes a while to get both sides clean...

I flush only once a year but if you go every two weeks to river and run in the shallow maybe at least twice a season. I'm sure you are good to go....
