you need to remove the damaged clear and then feather the edges of the clear back with some light sanding once u get to an area where the clear is still in good shape, LIGHTLY scuff up the uncovered paint, mask off the area, wipe clean ( ive used some diluted acetone with water on a rag dont) and then spray new clear over the bad spot. feathering it into the good clear areas prevents further chipping when moisture gets under the clear... then wetsand the area where they meet up until its smooth and blends together. it wont look perfect but it'll prevent any more damage.
