Removing old decal fade

Does anybody have any tips on removing the color difference left behind after removing old decals?

Color sand the whole boat trying to get it all back to the color found under the decals.

The problem with America is stupidity. I'm not saying there should be a capital punishment for stupidity, but why don't we just take the safety labels off of everything and let the problem solve itself?
