Most of the time it depends on how tight the packing lands are and what type...

If it is too tight to turn by hand, back the packing of a couple turns to see if it frees up...

A fresh pump with a brand new rope seal can be tought to turn by bare hand if it is snnugged up. On the other side of the coin, if it is smoked do to beiong overtightened they can "stick" too...Hope this helps. :-\
