i would use epoxy. may take a few coats as oak has an open grain.  if you wanted a super high gloss look...thats definitely the way to go.

id have to do some research otherwise.  i know of a product called waterlox.  great stuff.  doest build like epoxy and gives a more finished wood look....not encapsulating like epoxy. 

when we've built Kitchen cabinets for ....we've warned people about the grain of oak. Very difficult To impossoble getting it super smooth like other species of wood. nature of oak.... sometimes it out gases or creates bubbles in finish. It's a good looking wood. Just gotta work with it a little different that other species.
