I find some things out today. I'm going to a smaller fan,(16" to a 14") gain 100cfm and the over flow cap was not on all the way.(letting in air) going out this weekend too maybe ;D

I think your cooling problem may be a combination of issues

1. Lack of airflow to the raidiator.
2. No fan shroud.
