Muriatic pool acid.
Use at about 4:1 with water. Wear your Playtex gloves, pour it onto a cloth that you don't care about.
Fire up the boat (or heat with a trigger torch) and wipe the shit off... If it does not work the first time, fatten it up and go 1:1 ratio, just don't breath the shit. Acid into water when mixing, not water into acid. Use cardboard over the concrete if that is where you are working, it will eat the cement.
We have used this on headers for years. I think it is the only thing that will work. It needs to be warm/hot so it can break the glaze over, it turns into friggen glass... (calcium carbonate and silica...
Otherwise find someone with some Rydlyme, it is an electrolytic compound designed for such stuff, but way safer. There are numerous different blends of Rydlyme.

EDIT; Oh yeah, wash it all down with soap and plenty of water when your done and stay away from ALL aluminum... This acid is about 600 times the strength of CLR.
