Im running wet right now but i noticed it getting a little milky when i popped my valve covers off, plus my headers are starting to leak so im thinking of purchasing dry headers to avoid the headache. Will the sheriffs kick me off the water or just give me a ticket, and is it a fix a ticket or noise compliance ticket? 
Could it be just some condensation under the valve cover? Do you have any milkshake in the pan/dipstick?
I think they have restrictors to put into the waterlines that feed the headers to limit the amount of water.
Some people put a valve inline to control the water.
You never know with the cops. You could drive by them and wave one day, and have them pull you over the next.

I took my boat to Elsinore when I first got it in 1995. Trying to figure out a motor issue and I didn't even get on it just cruising and idling. I didn't even make halfway down the lake and my battery died, so I had row back to the marina. Sitting on the bow rowing, the patrol boat pulls up and the
cordial, sweet lady yells " GET THAT BOAT OF MY LAKE! I HEARD YOU ALL THE WAY ON THE OTHER SIDE!" I explain the battery died and that's why I'm rowing. "Just get that boat of the lake!" Then they took off and left me to my rowing.

I haven't had an issue since at Elsinore.
