How in the hell do I..., now with pictures

Take off the steering bezel?  ???It's a Morse rotary steering setup, the bezel is big, black , and has a window with numbers in it. I just want to get rid of it and get a nice looking alloy one, any ideas? it's in an 84 Tahiti if that helps,

Gotta pull the wheel off first and remove the big nut. When I took mine off it cracked even after I took the large nut off. It was on there for 30 years I guess.
