So...I bought a house in a nice quite neighborhood about 3 years ago...all the neighbors were cool.  There's a rental house across the street, and the tenants at the time were cool.  Then some asshat bought the place from the previous owner, raised the rent about $500/month, the old tenants left and this family of dipshits moved in.  Right now, I'm looking out the window 3 cars on the street with for sale signs in the windows, there's a POS mustang in the driveway with the alarm going off, my windows are rattling from the bass from the stereo in his POS lincoln on hydraulics that he's jumping around in his front yard.  I'm getting tired of it.  I've called their landlord...but he doesn't seem to give a shit so long as they're paying the rent.  I called the cops earlier when much of the same was going on, but by the time they showed up, all the assholes had left somewhere and all was quiet.  Short of pipe bombs, how do I solve this problem? 

Code enforcement might be able to help with the used car lot, check with them. Most cities, cars cant be in one place for more then 72 hours.

Record/video whats going on.... send it to the owner and law. Make a report...then small claims which is now up to 7500.00. Get your good neighbors to sign something stating what you and them are witnessing. Give the owner one chance with written and documented info...

ive had the same problem.  dont even bother talking to em.  they obviously dont care about the neighborhood.  look up your local "non emergency" police number and just keep calling them, over and over.  call on the parking lot in front of their house, check the cars registration, call em up for that, call em up for the noise, etc.  just keep at it.  eventually they'll get the message, YOU'RE NOT WANTED.  after about 20 calls or so my police department had a talk with the landlord and she was going to face legal problems with public distrubances in the neighborhood.  she eventually gave them the boot.

I had a problem neighbor at a house I rented... ultimately she won but I tortured her. I'll give you both sides so you can decide who you want to be.

She called code enforcement on me for: 10" tall weeds in my back yard (received a ticket for this), my trash cans being in front of my gate, my black lab got out of my yard while I was at work (she had her arrested for being vicious, I never got her back), turned me in for "running a diesel repair business" in my garage (I don't work on Diesels), Turned me in to my landlord for endangering the lives of children in my neighborhood by mig welding in my garage and driveway (I was the only person with children in the hood btw).

The forking asshole (me):

I pulled the baffles out of my boat headers, found out how late I could legally run the boat, then I ran the boat late at night the entire time she was pregnant as well as coming home in the middle of the day to have a burrito and start the boat. My favorite was when she had her baby shower and I set my timing  and generally screwed with the boat all day with it in the street pointing at her house. Also, my brother Homeblown lived there with me and would park his 69 Burb in front of her house every day and work on it til all hours of the night. I also talked my neighbor across from me into tuning his drag banshee while I repeatedly started and killed my boat. HAHAHAHAHAHAHAHA Oh I almost forgot, the 10" weeds... I killed them with the rotten gas that I syphoned out of my boat tanks HAHAHA It stunk like hell for like a week HAHAHAHAHA
