Being as it's anodized it will be difficult to make it look right because the surface metal will crystallize because it's so hard.
I would pull the insert (carefully) and drill about 4' worth of rivets and if you can, put some plywood between the boat and the rail. Anytime you deal with anodizing, slow and steady wins the race. Small tweaks moving the metal slowly with nothing sharp.
Channel lock pliers with a piece of vinyl to cushion the jaws seems to work well.
