Why do you have two overboard dumps? this IMHO is wrong.
Why the barely open valve at the Bassett tee? This IMHO is wrong.
You should not have any water at all it under 1500-1600 RPM, not even a puff of steam.
Do your headers have orifices or just adapters to go from pipe to flare?
I have said it on here 1000 times or so.
From the jet, to a gate valve with an adjustable packing to lock it down,
From the gate valve to a divider tee to the front of the motor,
From the tee stat housing twice, once goes to a dump line not more than about 7/16" inside diameter and the other to a wide open emergency ball valve (optional) then the Bassett valve.
Adjust the gate valve so the headers come in at just above 1800RPM and flog the snot out of it....Water temps should be from about 120*F running up to about 160/180*F at idle.
If she runs a bit warm, use a larger dump line fitting, too cold use a smaller one. DO NOT USE A VALVE ON THE DUMP!!!.
This recipe has proven itself literally hundreds of times. Your making it too complicated.
Go pull your injector lines on the headers, check that the lines and the tee are clear, the holes in the little fittings that go to the headers should not be larger than about .060 (1/16").
