Brand new 461 BBC. Probably 9-10 qts. oil in it now. Has rubber grommets on breathers. Explain the evac system, like a puke tank?

Rubber grommets: so, you have the push in, round style breather? I think those still could use baffles. They mount on the on the underside of the v/c to help prevent oil from going out of the breather, just air. As far as the foam I mentioned, I was thinking of the tall breathers. They usually have some type of foam in them to help trap the oil.
Pan evac is similar to a puke tank. Have you seen motors with hoses coming from the v/c to the header collector? That's a pan evac system. As the exhaust goes out of the header, it creates a vacuum and sucks the crankcase pressure out.
