Your float is most likely stuck...probably some crud in the needle n seat keeping the float from coming up

needle and seat as in the fuel level adjusting screw and nut?

do i need new gaskets if i tear it down again? i had just rebuilt it maybe 6 months ago, but im sure there could have been enough gunk in my tanks to clog stuff up (hadnt run for about 5 years before this season)

i had siphoned out the fuel, refilled it at the pump, poured some seafoam cleaner stuff into it and ran that, it probley dislodged something along the way. im saving up right now to upgrade my fuel lines to stainless steel braided lines and upgrade my pump. definetley going to get a fuel filter i can clean out. the tanks are glassed in so im not....My boyfriend has lost his freaking mind!!!!!  Boats Boats Boats Boats...

Anyhow, I wouldn't suggest the braided upgrade. It costs a ton of cash and is really not necessary. If you have dirty tanks that can't be easily cleaned, I would use the braided line money to buy a fuel filter  that spins on like an oil filter. 30-75 micron. Replace it more often than you need to and go have a great time with the boat.
As for the float, smack the bowl adjuster a few times with the plastic end of a screw driver. If that doesn't fix it follow Nordies recommendation.

X2. The "rap"id realignment works well in most cases. ON the other issue Ron brings up, I've been a big fan of "you can't over-filter" and as such, have become acustomed to running filters before the pump, AFTER the pump, as well as leaving the sintered bronze Holley filters in place in the fuel bowls (Most remove them thinking it helps "flow"   Bwah hah hah). But that's me. I've fueled my boats many times on the lakes and rivers here, and you can have the cleanest tanks on the planet only to be farfenuegn'ed with one fill up.........
