I would start with the suction lines and fittings from the tank to the pump. You want minimal restriction there. This also means not trying to draw through a restrictive filter.
You also don't want to suck air and break prime. Ideally, it should be mounted as low as possible and behind the pickup.
My guess is that your suction lines might be collapsing and/or your tanks aren't venting. That could also cause your pump to overheat. Electric fuel pumps are both cooled and lubricated by the fuel flowing through them.
Try running a good volume of fuel, through the system, into a gas can while you observe not only the flow, but if the suction hoses are collapsing.
