What places even require you to have baffles ?

  All places require a certain DB rating for the most part.  It really depends on where you are at and what you are doing.  A few places just starting it up will get you in trouble.  Some of the guys run the fake baffles down at Martinez and it seems to keep them out of trouble.  At the lower river they have made mention but never gave me a ticket.  Lake Ellsinore has been real good about it as far as I know.  Just know where you are and what you can do.  These places we have said are good  doesn't mean you can go by jonny law with your hair on fire and blowing his ear drums out.  I have heard a couple of Blue water trips ago a couple guys got tickets for running dry.  Maybe some could post a picture up of the fake baffles mine are at the river or I would.

Where would i get a pair of these fake baffles ? Would like to get sum for when I do need them

A big part of it is attempting to comply, rather than ignoring the law.
Water helps a bit, too.
And not driving like a rental jet ski
