That is a drain back from valley to t/chain area I would cut more of the lip off the bottom of the hole
mostly the cause on the OLDS for milk shake is a poorly seeled intake and to much pressure in coolling system Good luck with the build
I do have a set of KA marine heads and a 30 over short block with forged pistons also a marine block
