That is still salvageable if you don't wish to put new clear on it. But it would still look better with new clear.
Try some 600-800grit wet sand on those white chaulky areas first, long as when you're wetsanding the water running off is whiteish, not the base color, you should be fine. You can work your way up through the grits. It's usally best to buff after 2000grit, or even 3000 grit. But with clear like yours if you started wetsanding with that high of a grit it would take you forever.
