The best way to get it out is used in acetylene torch to heat it until the epoxy softens and the bond yields. As bitchin as I think those tools are, you will never get it out.
Your best bet, if the suction housing is not damaged, pull the engine and rebuild the pump inside the boat.
If you do get it out, you are going to have hours of grinding on both the hull and the pump and ir will take a ton of epoxy to put it back in. The epoxy alone will cost you over $100.
