Start with the easiest. Watch the connection of the steering cable to the tiller arm while someone slowly rotates the wheel back and forth. Is the bolt loose and slopping around? Is the cable moving responsively to the steering wheel? Is the tiller arm tight to the diverter? Is the steering tube loose in the transom adapter?
While you are there, check all the bushings for excessive slop. Do you see anything that indicates that the o-rings might be leaking or damaged? If something doesn't immediately jump out as being wrong, it is most likely okay.
