That rectangular strip is where the ground wire is connected to so that's your fuel level sender is grounded.

Samsonite! I was way off..

The way the boat came the ground was wired from a mounting screw on the sender to the ground in the wiring harness. I'll wire the ground of the new sender to that tab. Thanks!

It has been working fine for 50 years with vented gas caps? I don't think I would try to reinvent the wheel here? Never a good idea to vent any kind of gas fumes next to a combustion engine? Just my two cents?

No sub floor goin in. The bilge separator has a brass threaded coupler in the bottom center of it to be used for a drain and the glass just has to be cut away from around it. That way he can either put a plug in it or put a check valve on it.
