Lol I am a Manager for Home Depot, that's funny. IMO, I would try and refinish the steps one of two ways, assuming they're of a hrdwood, like teak. First, strip it with fine steel wool and the stripper of your choice. Then I would buy some of the two part, mix it up clear coat epoxies out there. The same stuff they do wooden bar tops with (Not that I've ever seen any of those, but I've heard).
Second, and maybe the budget (read cheapskate) way out, is strip it, or even a pressure washer can do a good job of it, but be careful, then use a deck sealer like Thompson's water seal or similar. You'll have to reseal it maybe 2-3 times a year, but the stuff is cheap.
If you want a spray glue, 3m 777, the only way to go. Refelted my pool table using it, phucked up, couldn't get it back off, hadda buy new felt, again, retry. Much more cautious second time around.
