Went out for a shakedown with the oil cooler yesterday. First problem was I couldn't get the temp above 190. And it's plumbed to the dump side. Second thing was the oil pressure doin weird shit. The higher the rpms the more the pressure would drop. Idle would be about 60 and wot at 5100 was 40psi. Probably gonna take it off anyways but does anyone know why my pressure would jump around like that?
I remember there being a little pressure bypass ball and spring in the sand which adapter but I was told by the original owner that the filter house had the bypass plugged so I didn't worry about it

You sound to have two problems.
First, the oil level sounds high and your getting all foamy.
Second, what was the water temp? You will need to have a small bypass around the oil cooler with a gate valve. It's piped correctly, the oil should only be "warm" when the engine runs full tilt for several minutes.
