Not real sure on that motor but some of them have a tilt switch, motor wont start/run when its trimmed up to far. Should be a small mercury type switch with a yellow or yellow/black wire on it. It should not show ground on that wire when the key is on
It should start and run if you jump the starter as long as the key is on and theres no kill switch/safety switch. Heck it should start and run if you unplug it from the boat as long as theres fuel in the carbs. Starter solenoid works just like a normal motor, big power wire from the batt, big wire to the starter, ground on one of the small terminals and power from the key (start position) on the other small terminal.
